Abstract: China International Famine Relief Commission in the Republic of China is a nongovernmental organization made up of people home and abroad.The main task of it is engaged in charities,disaster advocating and promoting the rural cooperative and public undertakings.During China's rural construction Movement in the 1920s and 1930s,it is the first to present the theory of precaution over relief,and the first to combine western ideas of cooperation with the reality in rural China.It initiated the practice of large-scale cooperation in the vast rural areas in Chinese history.It established a unique cooperative education seminar and held continuously for more than ten years.It made arrangements and took charge of the rural work workshops for three terms,promoting the development of the rural movements.Its theory and practice in the reform of rural China should be given full understanding and fair evaluation.
