Title: Analysis on the Negotiation of Land Expropriation
Abstract: In China, the process of land expropriation is like a negotiation among the State, the local government and the farmers. The central government acts as the judge in the process of land expropriation, and the local government always gets much profit from the land expropriation while the farmers are always put in a weak position because they are not powerful enough to be the rivals of the government. The final goal for the local government to expropriate land is to remise or sell it, so the expropriation of land is a market action. Suggestions were made, which required that the central government should only receive some judgment fee from the land expropriation and stop collecting money from the land increment income in pro rata. The central government should raise the cost for the local government to expropriate land. Besides, the prices for land expropriation should be raised to the sum of the prices of the farming land and the average prices in the related region after the land expropriation, thus the income of the farmers in land expropriation can be increased.
