Title: Policy System Reforms in Western Countries and Government Reshaping
Abstract: Some horizontal competitions of government functions have already come out in the world as the economic globalization goes on. Government performance has become a determinant factor to examine government's legitimacy. China has been going through the thorough changes of social political and economic systems shifting from planned to market-oriented. It is of much significance to draw experiences from western countries and push forward the Chinese government reforms in order to improve the legitimacy and governance abilities of the Chinese government. The mode of government reforms in western countries has showed that enterprise-managed government can apply to both industrialization and post-industrialization, and that it is also a direction of government reform in transitional economies.
