Title: On the Roles of Modern Farms in the New Rural Construction
Abstract: Modern farms economy creates a new approach to address the issues of agriculture,farmers and rural areas as well as to solve the problem of exploitation of low mountains and hills areas,which is typically exemplified by the issues of new rural construction. Modern farm features its organization of agricultural production and operation activities in the following wag:with the principle of collective ownership of land,it is guided by the government and managed by the market,which runs at a massive,intensified and private-operating scale. The modern farm economy plays a great strategic part in the new rural construction:it contributes to the increase of farmers' income and the revenues of agriculture production,to the transformation of business operation of agriculture,to the centralization of land resources,to the demonstration and popularization of agricultural technology,and to the urbanization of rural areas and integration of cities and countryside. But problems like small scale,homogenization,poor management,inadequate investment,lack of technology achievements,and misunderstandings in this respect have seriously hindered its development. It is therefore necessary to adopt proper measures to improve the cognition of the strategic roles of modern farms,establish reasonable mechanism for land transfer,create better macro-environment for further development. At the meantime,the new rural construction can be realized by such steps as earnestly encouraging organizational innovation of agriculture production and management,actively regulating the transfer of the local surplus labor force,and accelerating the development of small towns.
