Abstract: Japan is a typical Asian country with a tense relationship between people and land.Food security has been one of the central tasks of the Japanese government.The progress in food security,however,has been difficult because of the weakness,inefficiency and riskiness of the grain production.The Japanese government has long used high subsidies to break through these barriers.As a result,Japan has developed a complete subsidy policy system for grain production,and the policy changes have been consistent with economic theories.Japan's experiences have important implications for Chinese subsidy policies for grain production.
