Title: Study of Measuring and Evaluating Operational Efficiency of Creative Industry in China’s Typical Cities
Abstract: In view of the influence of external environment and random factors and the inherent defects of traditional DEA method,this paper employs a three-stage DEA model to evaluate operational efficiency of creative industry in 24 typical cities of China.The results demonstrate that the efficiencies in different cities are relatively large disparity with the largest balance reaching 0.82.The environmental and stochastic factors do affect operational efficiencies remarkably,especially GDP,market structure of creative industry and government support.The relatively high efficiency benefits from pure technical efficiency.Most cities are still increasing returns to scale.And pure technical efficiency and scale efficiency in most cities need different degrees of improvement.Finally,relevant suggestions are made in order to improve operational efficiency of creative industry.
