Abstract: After the World War II,the social economic phenomenon of rural depression and enlarged disparity between urban and rural areas appeared in Japan,resulted in the Rural Building Movement at the end of the 1970s and the beginning of the 1980s,which has become an innovation in the pattern of changing the rural image,improving farmers' income and promoting the rural development.Its success is worth borrowing for reference in the implementation of our country's New Village Construction,a long-term national policy.The valuable lessons include clarification of the government function positioning,strengthening the farmers' organizational construction,putting emphasis on farmer education and training and stimulating the farmers' consciousness of participation.
