Title: Responsibility Conflict in Public Administration and Reconciliation
Abstract: Administrative personnel are officials who handle the general affairs and the technical problems in government's administrative departments.In public administration practice,they always have to face various responsibility conflicts due to the ethical predicament under traditional administration model,the dual separation between the public and the private interests and the administrative personnel being the agents of opportunist action.The conflicts can be reconciliated from the aspects of the bureaucratic apparatus,the administrative personnel and system construction through using for reference the overseas experience combined with the reality of China's administrative ethical construction.
