Title: Concept and Connotation of Low-carbon Economy
Abstract: After studying relevant viewpoints of both domestic and overseas scholars,the author expounded and defined the definition,characteristics,elements,and scientific connotation of low-carbon economy,and thought that low-carbon economy was a development pattern characterized by low energy consumption,low pollution and low-emission,which was a new rule to regulate the pattern of the world development for the purpose of tackling climate change,ensuring energy security,and boosting sustainable economic and social development.It had three characteristics of economy,technicality and purposiveness,being constituted by five elements,including low-carbon technologies,low-carbon energy resources,low-carbon industries,low-carbon cities and low-carbon management.It had three entrances to develop low-carbon economy.They were low-carbon society,low-carbon market and low-carbon industries.The low-carbon economy was not only an economic development principle,but also a mode of economic development.At the same time,the low-carbon economy was not only a scientific problem,but also a political issue.In addition,it was also a comprehensive problem interweaving economic,social,and environmental systems.
