Abstract: Foreign direct investment(FDI)is generally considered as an important channel for the transference and distribution of advanced technologies. In recent years,FDI's effect in upgrading the regional innovative abilities of our country has become a heated topic among scholars and industry circles.Based on the application of the regional data from 1997 to 2003,the paper analyzes the role FDI has played in promoting regional innovative abilities. As the result shows, the inflow of foreign direct investment has exerted a not so remarkable effect on knowledge spill-over as is generally believed.FDI's effect in enhancing regional innovative abilities is limited. Moreover,it plays a minor part in enhancing self-innovation abilities and strengthening original technological abilities. Therefore, the paper suggests that increasing domestic research and development input is the key to improving the regional innovative abilities.
