Abstract:This paper is to introduce an improved dynamic evaluation approach to the regional water environment security and its application.It involves our study on the approach to the regional water environmen...This paper is to introduce an improved dynamic evaluation approach to the regional water environment security and its application.It involves our study on the approach to the regional water environment security evaluation based on the comprehensive index method.With the approach of ours,it is possible to obtain the weight value with the improved analytical hierarchy process.But since the regional water environment security is affected by the natural factors or anthropogenic factors,such as socioeconomic factors,ecosystem,water quality and water quantity,it is necessary to pay more attention to the numerical values of evaluation.On the other band,we also believe that it is more important to find the actual change tendency of water environment security system than the safety value itself.Actually,the change tendency itself is actually comparative by nature and the differences between safety and not-safety prove to be inconspicuous.Therefore,it is essential to build an evaluating system of regional water environment security in a dynamic way.In so doing,we have analyzed the period of water environment security situation and its dynamic trend of development in Hebei Province during the period from 1999 to 2006 in a dynamic way.Our analysis results show that the water environment security situation of Hebei can be said in a fluctuated but upward tendency in this period.In subsystems of water environmental security,the curve line of socioeconomic safety value and ecological safety value appear to be remarkably upward.To be exact,the line assumes to be upward before the year of 2004,but downward after that year.Such a fluctuation tendency is obvious,which indicates that water quantity is the most key factor in assuring the water environment security of Hebei.In other words,it is the key factor for water environment restoration in for it.Read More
