Abstract: The western development needs not only the efforts of western regions themselves,but also the state′s special macro-economy policies.Furthermore,the government should lay mainly emphasis on plan,meanwhile,considering the function of market,and assign the resources,It also should present the previledge of finance and duty as well as payment transfer,and also program policy,to support the economy development.It should enhance vigorously infrastructure construction of these regions. Special policies of education and personnel must be adapted in order to guarantee sustainable development of western regions Only. the external conditions for fair competition is created,can the quick develepment of economy and society of western regions be realized.
