Title: An Attribution Analysis of the Chinese Supportive Policies in Agriculture and Their Operational Effects
Abstract: That agriculture needs support and subsidies is a global phenomenon. In most developed countries this aid can amount to a substantial quantity. In China, however, very little support has been given to agriculture. The paper explains the specific reasons why it is so,and compares the support granted to agriculture in China and in some developed countries, showing that support for agricultural development in China remains at a very low level. The author observes that the subsidy scheme for growers of grains starting in 2002 has not been very effective because of the limited amount of the subsidies as well as the restraints of the institutional system. The paper concludes that it is imperative that China should grant more support and provide more subsidies for agriculture and adjust the distribution structure of agriculture subsidies in order to promote agricultural development and raise the living standard of the farmers.
