Title: "Market Failure" Is Not the Reason Why State-owned Economy Exists:On the Role and Function of State-owned Economy in Socialist Market Economy
Abstract: Currently there is a popular argument stating that the reason why state-owned economy exists is due to failure or non-competitiveness,and it further points out that state-owned economy should be excluded from competitive fields.However,such an argument is groundless in both theory and practice.It neither conforms the common practice of economy for most countries worldwide,nor conforms to China's basic economy policy and actual condition,and it is even unsuited to China's consistent guiding principle on state-owned economy,with a distinct sign of privatization orientation.Fundamentally,the existence of state-owned economy is the requirement of solving the contradiction between socialized mass production and private ownership of the means of production.In socialist market economy,the leading role of state-owned economy is closely related to China's basic economy policy and development tasks,which has little to do with the so-called failure or non-competitiveness.
