Abstract:This article analyzes the fairness of Chinese public health expenditure between 1997 and 2009,based on the Gini coefficient and Theil index.The conclusion shows that Gini coefficient between 1997 and ...This article analyzes the fairness of Chinese public health expenditure between 1997 and 2009,based on the Gini coefficient and Theil index.The conclusion shows that Gini coefficient between 1997 and 2003 presented a kind of ascending trend and the regional distribution of public health expenditure was not very optimistic.After 2003,Gini coefficient began declining,and that means the fairness of regional distribution become balanced.Theil index indicates that the inter-region disparity led by the differences among the interprovincial interior the eastern area is the main reason of the difference as a whole of public health expenditure,and the inner regional differences take on a declining trend.Economic development and finance revenues of every region deteriorate the fairness of public health expenditure.In order to realize the aim of equity in public health service,we must decrease the differences among the east,middle and west regions,and make the public health resources distribution fair and rational among and within the regions.Read More
