Title: Panel regressive analysis of the relativity between regional economy and transportation and communication safety
Abstract: This paper takes it as a target to analyze the influence of the regional economy on the regional transportation and communication safety through statistical analysis and panel models,which is done on the basis of the statistical data and information collected in this way from 31 provinces and autonomous regions from 1996 to 2009.Scatter analysis as well as panel regression analysis results indicate that the regional traffic safety situation is certainly related to the development situation of the regional economy.The general analytic trend proves that with the increase of regional GDP per capita,both incidence per million persons and casualty rate per million person of traffic accidents reveal a basically upward tendency.The economic growth factors such as industrial structure,human capital,technical process and economic integration also prove to be related with the regional traffic safety situation to some degree,but each factor has its different effect.And,thereinto,the industrial structure turns to be the most obvious element influencing the traffic safety situation,with the human resource being another important factor.Of course,there exist obvious differences in traffic accident-incidence rate per million people as well as the casualty rate per million person of traffic accidents among the 31 provinces and the autonomous regions from 1996 to 2009,with Shanghai being the highest per million person traffic accidents,and Shanxi—the lowest.In terms of casualty rate of traffic accidents per million person,Zhejiang is the highest,whereas that of Heilongjiang was the lowest.As to the non-equilibrium distribution of regional economic growth factors,the important explanatory factors influencing traffic safety is the spatial distribution in the country,especially, the industrial structure and human capital.Due to the high proportion of industry in regional economy of the advanced provinces in China,such provinces and municipalities as Shanghai and Zhejiang are still in the way of industrialization,which are likely to increase their traffic accident risks accordingly.Along with quick transfer of technology from the East to the West and the adjustment of industrial structure and their manufacturing capability in these provinces or cities are still accelerating their speeds to transfer their factories from the advanced provinces in the East to the developing areas,which tend to increase their traffic accident risks in the developing provinces.It is just for this reason that the local governments should strengthen the administration on traffic safety in the mid-west areas.
