Title: Construction of Anti-poverty Mechanism in Rural Areas of China——A Study Based on the Dual-oriented Perspective of "Government and Market"
Abstract: China’s dual economic structure caused by macroeconomic policy of industry priority and urban bias is one of the institutional reasons for rural poverty.The government should bear the primary responsibility for the supplying of public goods in rural areas and innovating its main body.With the coordinative urban-rural development the nurturing of agriculture by industry in return will be reinforced gradually.On the other hand we need to restructure anti-poverty system in rural areas.Relying on market economy means and conforming to economic laws we continue to improve the quality of rural population and strengthen the participation of market-oriented poor population.Dual-oriented anti-poverty mechanism driven by government and market jointly can be established eventually.
