Abstract:Spatial planning is an important tool to coordinate sectoral development under the market system.The fragmented planning administration system is a legacy of the socialist central-planning economy.The...Spatial planning is an important tool to coordinate sectoral development under the market system.The fragmented planning administration system is a legacy of the socialist central-planning economy.The coordination of spatial plans has been a concern for a long time.This paper constructs an analytical framework from the perspective of political economy to analyze the changing relations among socio-economic Five Year Planning,urban-rural planning and land use planning.It also summarizes various local initiatives to coordinate spatial plans in urban China.In the current transition context,the local developmental state is reliant on the land-centered development and the top-down approach to govern development.The fragmented planning administration have contributed to the conflicts among various spatial plans at municipal and county level.Thus existing local practices to coordinate spatial plans through improving planning techniques and institutional reform have limitations because they do not serve to integrate the sectoral planning functions,as well as to change local government's dependence on land revenue.Read More
