Abstract: When industrialization gets to a certain level,although the diadactic-structured modernization does not exclude the transfer of rural surplus laborers through further industrialization,the focus should shift to the reconstruction of agriculture itself in order to speed up agricultural modernization.Urbanization can't solve the transfer of laborers to cities only but it needs to solve the problem of the rural and urban diadactic structure and to basically change the backwardness of the countryside.The essence of the unity between the city and the countryside lies in overall economic development.
