Title: China's Foreign Trade Deficit in Term of Resources and Environment
Abstract: With the globalization of the world economy and China's deep reform and further opening-up,China's rapidly growing trade has made tremendous achievements and becomes one of the three driving engines of China's economy development.However,along trade trends,on one hand,trade stimulates domestic economy.On another hand,trade brings magnitude pressure and severe challenges to China's resources and environment.Our research shows that China's trade has huge surplus in term of money,but at the same time China has a huge deficit in term of resources and environment.Thus,a great attention must be paid to the resources and environmental costs for trade growing.It is necessary to use environmental protection tools to promote green trade activity to be more environmental friendly and also to release environment pressure by improved green trade policy.It is suggested to setup a green trade policy system with environmental measures: environment tariff for exporting,market access and exporting limitations,investment etc.More specific policy suggestions are: ① Expand the scope and rate of exporting goods tariff with high pollution density;② Design and implement the market access and export limitation system to protect domestic environment;③ Upgrade the market access threshold for environmental standard for investments,induce Chinese enterprises' overseas investments;④ Strengthen solid waste importing policy to avoid risks of imported solid wastes effectively.
