Abstract: The transfer of agricultural surplus labor is an important subject of development economics.Attention should be paid to proper allocation and concentration. It is assumed that the development of industrial areas in towns and villages and the construction of fancy goods markets will result in the development of small towns, especially high-level towns, thus increasing their capabilities to absorb more agricultural labor force.Meanwhile, the structure of cities should be transformed, the economic structure be improved, administrative rules be replaced by laws of the market, thus leading to appropriate distribution of labor force and simultaneous development of towns and cities.
