Abstract:The Kyoto Protocol has established two major mechanisms to cope with climate change including carbon emission abatement and carbon sink increase.It is necessary to distribute responsibility and to dev...The Kyoto Protocol has established two major mechanisms to cope with climate change including carbon emission abatement and carbon sink increase.It is necessary to distribute responsibility and to develop co-operation among countries on a basis of recognizing differences of different countries in terms of causes of climate change,interests and functions.The desirable option is to have the United Nations Framework Convention on Climate Change(UNFCCC) play a leading role,under which carbon emission abatement and carbon sink increase are concurrently emphasized.It is also necessary to integrate water cycle improvement into the remedial mechanism of the Kyoto Protocol,and forming a tri-mechanism to tackle climate change issues,thus strengthening and fostering the functions of natural carbon cycle and water cycle to combat climate change impacts.Read More
