Title: Decision Support System for Water Resources Unified Regulation of the Tarim River Basin
Abstract: The Tarim River Basin,located in the southern of Xinjiang Uygur Autonomous Region and surrounded by mountains on three sides,is the longest inland river in China.Ecologically-fragile and water shortage are the main characteristics in the Tarim River Basin.The shortage of water resources has become an important socio-economic development constraint.Water resources efficient utilization is the key to ecological improvement and economic development in the Tarim River Basin.This paper presents a decision support system for water resources unified regulation system of Tarim River Basin which can be used interactively drafting annual,month and ten-day water allocation scheme.Based on workflows of the water resources regulations and comprehensive analysis of the efficiency and feasibility of water management strategies,DSS is designed to develop management schemes for the implementation of the State Water Framework Directive which includes geographical referenced database,historical and real-time hydrologic database,eco-environmental monitoring,modeling,forecasting and assessment.Water resources regulation model to forecasting,management,flow routing and communicate data and decisions are developed.A structured system design ensures the placing of data within a dynamic context of hydrological forecasting,water need predicting,water dispatching,flow routing and water balance calculating.The DSS is applied to the Tarim river basin and the results demonstrate that a wide range of operational and management problems on widely varying basins can be solved using this system.
