Title: Higher Education Must Be A Top Priority in the Large-Scale Development in the Western Regions of China
Abstract: The priority development of education, particularly that of higher education, is the premise to the goal of reducing the differences between the western and eastern regions of China and achieving greater economic growth in the country's western regions. During the large-scale development in China's western regions, higher education should take precedence, with consideration to the balance of the following relationships: higher education and fundamental education, key institutions of higher learning and general institutions of higher learning, college quantity and quality, and quality education and special skill education.To seize the opportunities provided by the large-scale development in China's western regions so as to promote Yunnan's higher education, it is suggested that higher educational expenditure be increased, greater autonomy be given to the institutions of higher learning so that they will actually become independent entities of education, and civilian-run institutions of higher learning be encouraged. Most important of all, Yunnan university must be given preferential treatment so that it may bring along the other institutions of higher learning of Yunnan Province in their development.
