Abstract: Strategic planning is an active choice of modern universities to keep on adapting to the environment and gaining competitive advantages.Since the second half of the 20th century,American research universities have first introduced strategic planning into university management and promoted the development progress of university strategic planning theory.With the coming of the 21st century,university strategic planning not only acts as a pilot and an important part of the strategic management of modern universities,but also constantly enriches its meanings and constitutes an essential part of university strategic management.University strategic planning shows its own characteristics:forward-looking,guiding and contingent,determined by the organizational characteristics of universities.University strategic planning changes the university management philosophy,enhances the scientific level of university management decisions,and has profound impact on the governance structure,system mecha nisms,as well as cultural construction of modern universities.In summary,university strategic planning has played an irreplaceable role in perfecting modern university institutions.
