Abstract:Competition and reform of ownership are main trends in the regulatory reform of natural monopoly industries.But the old theory and experience is for the developed countries and for transition countrie...Competition and reform of ownership are main trends in the regulatory reform of natural monopoly industries.But the old theory and experience is for the developed countries and for transition countries there are no ready-made theories and experiences of how to harmonize transition economy and the reform of natural monopoly industries.This paper,starting from the possibility of introducing competition system and the choices of the modes of ownership reform in the natural monopoly industries in transition countries,studies the influences of competition and the different combination of ownership modes on the performance of natural monopoly enterprises after introducing strategic incentive mechanism.The study indicates that the reform progress of natural monopoly industries in transition countries lies on the degree of their market development and the beginning conditions of the reform and that the social welfare level of mixed ownership enterprises is higher than that of completely private ownership ones and therefore is the mode more suitable for the reform of natural monopoly industries in transition countries.Read More
