Title: Study on Marketization of the Compensation for Land Requisition—Taking Jinjiang City as an Example
Abstract: The paper introduces the marketization model of compensation for land requisition in Jinjiang city,which is merging the procedures of land requisition compensation into preliminary preview of land use.The compensation for land expropriate and requisition is completed by the market mechanism,while executive powers is limited to specifi c approval process returning to the areas of planning control and macro-control.The advantages are:better re ecting and protecting collective land use rights and contract for the managerial rights of farmers;reducing the government costs and social costs in the process of agricultural land conversion and requisition;cutting down the rent-seeking space for the executive power;improving the relations between cadres and the masses,which can allow the market better play the role in optimizing the distribution of land resources.However,some of the potential problems that may arise are also examined,these are:market compensation method are restricted by land transfer system;the costs of land requisition for public utilities,public facilities have risen sharply;It is diffi cult to resolve the injustice issues occurred in different peasant collectives and among the peasants,which caused by planning;the possibility for rent-seeking by villagelevel organizations is increased.In response to this,the paper offers that village-level organizational behavior should be standardized;preventing the rent-seeking behavior of the village-level organizations and administrative approval by carrying out planning and program;reforming the land transfer system;formulating reasonable compensation standards.
