Title: Managing Water for a Sustainable Future: The Law, Policy and Methodology of China
Abstract: Water resources problem is a serious challenge to the social and economic sustainable development of China. This paper provides a rather comprehensive analysis on the law, policy and methodology of water resources management in China. The paper consists of seven parts. Part I is a brief introduction to the state of water resources in China. Part II points out that water resources is a strategic resource for economic and social development of China. Part III analyses the situation of distribution, consumption and management of water resources. Part IV discusses the laws and policies of China in water resources management. The emphasis of discussion is on the guiding principles, right of ownership and right to use, and basic regulatory systems of water resources. Part V evaluates and comments on the existing water resources management systems. Part VI proposes to improve the existing water resources management system by introducing more of market methods into the management.
