Title: HISTORICAL EVOLUTION OF REGIONAL PLANNING AT STATE LEVEL AND SPATIAL ORDER PLANNING IN GERMANY
Abstract: This paper systematically introduces the development process of regional planning in Germany.The development of regional planning at the state level and spatial order planning in Germany can be classified into the following phases:incipience at the beginning of the 20 th century,normalization before World War II,institutional adjustment after World War II,as well as systematization of the spatial planning system.Regional planning emerged along with the continuous development of cities and experienced a series of complicated institutional,political,administrative,and organizational changes.In the end,it develops into the regional planning at the state level and the spatial order planning which play a fundamental role in regulating the development at different spatial levels.The paper deeply discusses the influence of different historical phases on the development of regional planning,and concludes that one of the key issues of the regional planning and even the spatial planning is to focus on the coordination between the diversified stakeholders at different spatial levels,so as to realize with a problem-oriented pattern the vitality and efficiency of the whole planning system.The related experience of Germany can be used for reference for the urban planning and regional planning in China.
