Title: Appeals of Russian Civil Society and Positioning of "Rule of Law State
Abstract: The theoretical path of the Russian Rule of Law State corresponds with the course of social structural transition in Russia with civil society as its logical starting point, i.e. the idea of civil society constituting the social basis of a rule of law state. The appeals to Freedom, rights and order provide value principles of a rule of law state. The legal consciousness of a citizen is an important condition and guarantee for a rule of law state. This not only reflects the requirements and specific concern of the rule of law under the condition of social structural transition in Russia, but also indicates the weakening of state control in Russia and requirement for legal order against the background of a distorted civil society. The article points out that, to push forward rule of law, it is necessary not only to push forward the dual process state and civil society but also, more importantly, to establish a positive interactive relationship between the two rather than simply relocating and copying Western practices.
