Title: Rural Industrialization in Semi-urban Areas from the Perspective of Rural Governance:A Comparative Research of the Pearl River Delta Region,South Jiangsu,and Wenzhou
Abstract: Theoretical explanations of rural industrialization have been mainly discussed on the conditions of demand and rural land.In addition,it is also important to examine the transformative condition which helps turn potential rural industrialization to reality through overcoming governmental control of rural industry development.This paper applies social and historic theories to analyze the different influences of two main rural governance models,namely,the Great Commune model and Small Clan Commune model.This paper puts forward that the Small Clan Commune model is a key factor to meet the transformative criteria and trigger rural industrialization.Through the comparative study of the phenomena and effects of three typical Small Clan Communes,this paper finds that in the Pearl River Delta where the tradition of clan autonomy tradition is the most powerful among the three research cases,a series of collective law-breaking have been observed,including rural industrialization and the formation of urban villages.In the South Jiangsu region where the clan autonomy tradition is the weakest,Great Communes have led the rise and fall of rural industrialization.In Wenzhou where the clan autonomy tradition is relatively strong,diverse development opportunities have weakened the demand to develop rural land in the clan's village.Small Clan Communes significantly influence the benefit sharing outcomes in urbanization and industrialization.Future policies should seek balance in encouraging autonomy,safeguarding villagers' rights,and maintaining the overall social benefit.
