Title: Establishing a Unified Market of Urban and Rural Construction Land:A Comprehensive Review Before Coalesce
Abstract: The unification of urban and rural construction land is impending,and the question how the government should regulate the market is urgent to answer.This paper systematically reviews the changes of economic,ecological and social values of suburb and exurb land under three modes which are respectivelytraditional land acquisition,indirect entry in LUTRGanddirect entry in supposed free market.It is concluded that a completely free land market can't achieve the purpose of reform,and there is still room to improve the LUTRG policy.The paper suggests to clear the boundary betweenthe mode of indirect entryandthe mode of direct entrybased on land use,to limit the land which can enter the market directly within the urban planning areas,and to respect rural households' will in and incorporate independent industrial and mining land into the LUTRG policy.
