Title: Mixed Ownership and Property Pluralization Reform of State-owned Enterprises
Abstract: There exist a series of problems in state-owned property such as obscurity, incompleteness, extra-economy, and multi-leveled agency, etc. Thus, the state-owned enterprises with single state-owned property are confronted with structural barriers which are hard to exceed, whereas mixed ownership has advantages that the former does not have. The development of mixed ownership in state-owned enterprises will help boost the circulation of funds, separate administration from business operation, improve enterprise efficiency and operational system, establish modern enterprise system, as well as improve management and technological innovations. Therefore the deepening reform of state-owned enterprises should introduce the participation of non state-owned properties, construct mixed ownership economy, fulfill the advantages of pluralized properties, so that state-owned enterprises are ale to build the operational and management systems which can meet the demands of market competition.
