Abstract:In the construction of mining rights,the ineffectiveness of the government mainly shows: adjusted policy of mining rights income has deviations;the government is lack of the supervision and management...In the construction of mining rights,the ineffectiveness of the government mainly shows: adjusted policy of mining rights income has deviations;the government is lack of the supervision and management function over the market behavior of mining rights;the government is unable to keep pace with the secondary market of mining rights.This paper analyses that the reasons behind the failure of government lie in the fact that: the definition of government function range is not clear;the role of the government and intervention level are unreasonable;government itself cannot efficiently operate.The ineffectiveness of the market include: the failure caused by a transfer of monopoly;government failure,information failure,externality failure,which caused by incomplete and asymmetrical information,external effects,imperfect competition,over-competition,the failure of public goods supply.On this account,this paper offers that the government must introduce public policy;make the public policy authoritative and mandatory;give play to the role of regulation,control and the provision of public service;intervene the secondary market of mining rights;and solve the problems in the market.Read More
