Title: The Embarrassment of Deliberative Democracy in Important Administrative Decision-making and Its Solution——A Case Study of the Regulation of Hunan Province on Administrative Procedure
Abstract: Since the Regulation of Hunan Province on Administrative Procedure was enforced last year,the degree of administrative transparency and public participation has been enhanced increasingly.However,it also faces a situation of embarrassment: the institutional design is too general and principle-oriented,and so cannot change the monopolization of administrative organs in decision making;there is much resistance inside the administrative organs;the universality and effectiveness of the public participation in administrative is not high enough.An effective approach to solve this problem is: to perfect the deliberative democracy procedure design for administrative decision-making according to the principle of proper decentralization and careful classification,to construct the supervision mechanism for democratic decision by focusing on the key points of evaluation,examination and accountability,and to improve the public participation by increasing the consciousness,cultivate the force and smooth the channel to participate.
