Title: Zur Nachhaltigkeit des horizontalen Finanzausgleichs in Österreich im Licht der Siedlungsentwicklung
Abstract: Die der osterreichischen Gemeinden und die Wirkungen des Finanzausgleichs auf die okonomische Leistungsfahigkeit, soziale Ausgewogenheit und okologische Vertraglichkeit lokaler Aktivitaten werden anhand von ausgewahlten Nachhaltigkeitsindikatoren nach aggregierten Gemeindeklassen untersucht. Demnach tragt der Finanzausgleich sowohl okonomischen als auch sozialen Zielen Rechnung, das Prinzip des Disparitatenausgleichs zulasten von stadtischen Zentren uberwiegt dabei aber. Okologische Kriterien spielen kaum eine Rolle; durch die Kompensation der niedrigen eigenen Finanzkraft entwicklungsschwacher Kleingemeinden wird deren trotz Bevolkerungsruckgang uberdurchschnittlicher Flachenverbrauch indirekt gefordert. Der ausgepragten funktionalen Komplementaritat von Kernstadten und ihren Umlandgemeinden wird schlieslich im Finanzausgleich nicht Rechnung getragen. Kunftige Reformen des Finanzausgleichs sollten aus Sicht der Nachhaltigkeit regionale Spill-overs vermehrt berucksichtigen und kleine zentrale Orte als Impulszentren im landlichen Raum starken.
