Title: Performance Based Logistics (PBL) A Look Back Confirms We're on the Right Course
Abstract: The Department of Defense (DoD) is experiencing a paradigm change in the acquisition and sustainment of defense weapon systems. A combination of factors, including the end of the Cold War, an evolving global threat situation, introduction of advanced technologies, and varying pressures on the defense budget have resulted in an environment in which fewer new systems are procured and existing systems are being kept in service well beyond their planned service life. The consequence has been increasing pressure on the cost to operate and support a technologically complex, aging defense weapon system portfolio. Recognizing the budget implications of this environment, DoD initiated extensive efforts over 10 years ago to address these issues. This paper summarizes those efforts and draws conclusions on lessons learned and offers recommendations on the path forward to achieve DoD’s stated objective of acquiring, developing, and operating affordable defense systems.
