Title: Environmental impact assessment table for Gaizhou River Embankment Improvement Project
Abstract: The overall development objective of the Second Liaoning Medium Cities Urban Infrastructure Project is to support selected medium-sized cities during a period of economic transition, by renewing and enhancing the efficiency of existing infrastructure assets. However, there are fundamental environmental problems in the Province of Liaoning, particularly in the Liao River Basin, namely, scarcity of water resources, and serious pollution of the water environment. This environmental assessment proposes the following mitigation measures. Municipal wastewater treatment facilities should be constructed in Liaoning for an effective recovery of the basin environment. This would entail the cleanup of Shenfu Canal to intercept municipal wastewaters, through the construction of a new interceptor and sewerage; expansion of the existing Sanabaotun treatment plant; cleanup of the Daliao River; and, cleanup of the Shuangtaizi River. Concerning industrial pollution control, an Action Plan is required for municipal authorities to implement and enforce effluent regulations and standards, to adequately reduce pollution loads from industrial discharges into river flows. Solid waste management practices should be established by municipalities, based on appropriate engineering designs for the construction and installation of waste disposal plant facilities. To reduce excessive water demands, it is paramount that the demand-side management be met through the installation of efficient water meters.
