Title: Fiscal Assessment of Electricity Privatisation in Thailand
Abstract: The purpose of this paper is to provide a fiscal assessment of privatisation of state owned enterprises in the electricity supply industry in Thailand in order to evaluate the justification of the fiscal benefit of privatisation. The analysis is separated into electricity generation enterprise and regulated electricity distribution enterprises characterised by natural monopoly. The result shows that the net fiscal benefit of privatisation is realised only when appropriate ESI restructuring and deregulation in the electricity market and high-powered regulatory reform to enhance large efficiency improvements for regulated monopolies are implemented.
