Abstract: This article presents a critical analysis of “deliberative democracy” which has recently been one of the dominant themes in democratic theory. After giving an account of the deliberative democracy based on the Habermasian concept of “communicative action” I focus on the limits of that concept due to its procedural and epistemological premises. The article concludes by emphasizing that though public deliberation as the pivotal concept of deliberative democracy has a privileged place in democratic ideal, this place does not give deliberative democracy a status of being an alternative theory of democracy.
