Title: Creating a spatial decision support system for housing redevelopment in Australian greyfields
Abstract: With redevelopment of the middle suburbs becoming one of the major themes in urban regeneration, the concept of “greyfields” has become a key term defining these tracts of culturally and technologically obsolete dwellings; many of which are undercapitalised and prime for demolition. Given the numbers of dwellings being redeveloped, an opportunity is presenting itself which will, given reasonable scale, allow for not only housing, but also sustainable infrastructural change to be implemented in a precinct fashion. The main issue with greyfield suburbs and sustainable redevelopment is how to identify and amalgamate these greyfield lots into parcels that are of significant size to gain the economies of scale required. The GIS software ENVISION is a product of a joint project by Curtin and Swinburne Universities, in combination with a variety of State and Local Government data custodians, designed to be used by State Government, Local Government, community members and the building industry, in order to identity lots and begin the redevelopment process. Funded by the CRCSI, the aim of this software is to provide a mechanism for analysing the wide range of data that is relevant to all stakeholders, allowing them to address issues of demographics, economy, scale, infrastructure and community concerns. What this paper will highlight are the processes, algorithms and outcomes of the project, illustrating how data were assembled, collated between multiple states, analysed and ultimately presented to end users in the form of a Spatial Decision Support System (SDSS).
