Title: Policing maritime borders : dealing with seaborne threats and transnational organised crime
Abstract: South Africa has a sea border of 3000 km, stretching from the Orange River in the west to Punto de Ouro in the east. South Africa has eight commercial seaports providing ports of entry from the sea borders for ships and cargoes. Chapter 11 of the Constitution mandates the defence force, the police service and other intelligence agencies to provide national security services. This implies the implementation of operational security plans emanating from policies and legislation governing the maritime domain (SA, 2015). The nature of the sea brings a different dimension to law enforcement which, although conceptually no different to law enforcement on land, must address illegal immigration at sea, smuggling and trafficking in narcotics and enforcing regulations pertaining to the exploitation of living and nonliving resources (SA, 2003/2004).
