Abstract: 환경평가는 특정한 사회경제적 편익을 위해 시행되는 개발사업이 유발하는 환경적영향을 사전적으로 평가하는 체계적인 제도적 절차로 지속가능발전 이행을 위해 필수적인 수단이다. 하지만 현행 환경평가는 영향요인을 매우 세부적이고 전문적으로 평가하기때문에 사업으로 인한 시간적, 지리적으로 광범위한 지속가능발전 파급효과를 분석하는데 한계가 있다. 본 연구에서는 이러한 환경평가의 문제점을 해결하기 위해 지속가능발전지표를 중심으로 연계방법론을 개발함으로써 환경평가에 기초한 지속가능성 분석이 가능하도록 하였다. 지금까지 지속가능발전 이행 및 추진과정에서 환경평가의 역할이 제한적이었던 가장 큰 이유는 이미 개발된 다양한 지속가능성 측정 및 평가 방법론이 적극적으로 활용되지 않았기 때문이다. 본 연구는 환경평가의 지속가능발전 이행 기능을 강화하기 위한 방안을 모색하며 그대안으로 환경평가와 SDI 연계방법론 및 연계운용 방안을 제시하였다. 본 연구의 연계방법론은 DPSIR체계(Driving forces - Pressure - State - Impact - Response framework)라 불리는 SDI 구축방법론에 그 이론적 기반을 두고 있다. DPSIR체계의 개발을 위해서는 각 유형의 지표 간에 존재하는 다양한 인과관계에 대한 사전적인 연구와분석이 요구된다. 이는 한 국가의 환경관련 연구성과와 제도적 경험을 총체적으로 활용하여야 가능한 작업이다. 본 연구의 연계방법론은 바로 이러한 관점에서 환경평가와 국가 및 지역 SDI의 결합을 시도한 것이다. 본 연구의 주요 결론은 다음과 같다. 첫째, 향후 지속가능성평가의 도입을 위해서는 기존 환경평가를 지속가능성 측정지표 및 평가시스템에 부합하는 형태로 조정하는 과정이 필요하다. 특히 환경평가와 지속가능성 측정지표와의 적절한 연계는 평가시스템 도입에 있어 가장 중요한 요소이다. 둘째, 지속가능발전을 위한 환경평가의 역할을 강화하기 위해서는 평가결과를 지속가능성 측정·평가체계와 연계할 수 있는 방안 마련이 요구된다. 이를 위해서는 환경평가 결과가 지속가능발전 이행 및 의사결정에 있어서 요구되는 기초적인 정보를 제공할 수 있어야 한다. 셋째, 본 연구는 이른바 DPSIR체계라 불리는 SDI 구축방법론을 기반으로 연계방법론을 개발하였다. DPSIR체계는 지표를 인간활동(human activities)과 환경여건(environmental conditions) 간 상호작용의 설명과 관리과정에서의 순차적 역할에 따라 분류한다는 점에서 본 연구에서 요구되는 연계방법론과 그 기본적 구조가 일치한다. 넷째, 평가항목별로 선정된 SDI를 연계방법론의 기본구조인 DPSIR 체계에 따라 재구성하여 최종적으로‘연계된 지표체계’(linked indicator framework)를 구축하고 있다. 환경평가항목을 유발요인(D), 압력지표(P)및 상태지표(S)로 구분되고, 평가항목별로 분류된 SDI 목록은 상태지표(S), 영향지표(I)및 반응지표(R)로 구분하였다. 연계된 지표체계는 개발사업의 목적, 사업이 유발하는 환경압력 그리고 그로 인한 환경변화를 SDI와 연계함으로써 환경평가 결과를 기반으로 당해 사업이 지속가능성에 미치는 영향을 분석할 수 있도록 한다. 다섯째, 본 연구의 결과를 통해 지속가능발전 촉진을 위한 환경영향평가와 전략환경평가의 실효성을 강화시킬 수 있을 것으로 기대된다. 환경영향평가에 대해서는 국가 및 지역단위 SDI를 통해기존 평가의 시간적·지리적 범위를 확대할 수 있을 것으로 기대된다. 구체적인 사업방식이 정해지지 않은 상황에서 적용되는 전략환경평가는 환경압력에 대한 불확실성 때문에 그 실효성에 대한 많은 의문이 지적되고 있다. 본 연구에서 개발한 연계지표체계를 활용한 상향적 접근을 통해 전략환경평가의 역할이 한층 강화될 수 있을 것으로 평가된다.
