Abstract: The problem of setting up a relationship between public safety and radioactivity release from reactors in normal operation as well as in the case of accident is discussed. Safety criteria that would best guide reactor design (container, pressure vessel, fuel elements, instrumentation, and control), construction (inspection and testing), and operation (selection, training, and organization of the personnel) are delineated. The considerations are confined to water-moderated reactors. (auth)
