Abstract: The study discusses the requirement of a higher and different level of accountability as Australian governments are transferring to the private sector whole functions, which have previously only been delivered by the public sector. The government is trying to assure the public that when functions are not privatized but are contracted out, they can be delivered efficiently and safely by the private sector.
