Title: REALISING A NEW VISION FOR PRICING OUR ROADS
Abstract: In the UK, road users pay for the use of roads through road and fuel tax. In 2003, the UK Government announced a National Road Charging Feasibility Study. A report by Glaister and Graham entitled 'Pricing our Roads: Vision or Reality' compared the present structure of transport taxes and charges with other possible scenarios. The first scenario examined revenue-raising policy that added user charges to existing charges. The second used environmental and congestion charges but made a rebate per vehicle kilometre so that the overall charge remained thee same as it is today. The third scenario used a policy with fully efficient taxes and subsidies. The second, revenue-neutral option would be the most politically attractive to government. Issues that would need to be resolved before a national scheme was introduced are discussed. These relate to politics, governance and technology.
