Title: A exploratory study on women empowerment through MGNREGS in Rayavaram villages in Pudukottai district
Abstract: Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) is the Central Government response to the constitutionally manifested right to work and means to promote livelihood security in India's rural areas. MGNREGA is the flagship rural employment generation programme in rural areas for 100 days in a financial year. While providing employment, priority shall be given to women in such a way that at least one-third of the beneficiaries shall be women who have registered and requested for work under the scheme. Equal wages shall be paid to both men and women workers. By generating employment for women at fair wages in the village, MGNREGA can play a substantial role in economically empowering women and laying the basis for greater independence and self-esteem. One of the most distinguishing features of MGNREGA is its approach towards empowering citizen including women citizen to play an active role in the implementation of the scheme, through gram sabha, social audit, participatory planning and other activities. Women's empowerment was not among the original intentions of the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), and is not among its main objectives. Provisions like work within a radius of five kilometres from the house, absence of supervisor and contractor, and flexibility in terms of choosing period and months of employment were not made exclusively for women, but have, nevertheless, been conducive for rural women. The implementation experiences so far suggest that the participation of women has been positive – women beneficiaries of the NREGS (national average) constituted 41% in 2006–07, which increased to 43% in 2007–08 and further to 49% in 2008–09 (upto December 2008). This study describes the socio-economic conditions of the rural women respondents and how to calculate the women empowerment through this scheme. The data required for the study was collected through direct personal interview. The data was used analysis is primary data. The secondary data was used only to explain the general particular of the village and district. Since the study aim at the after implementation of this scheme rural women empower or not. The present study was undertaken Rayavaram village panchayat, in Pudukottai district. Total women in this village are 879 and 416 women benefited from these scheme women. Out of the total women beneficiaries randomly 50 women beneficiaries was collected from primary data. The collected information was general information, employment opportunities from scheme and other opportunities, decision-making, mode of payments details and other particularizes related to this scheme. The field survey is a part of subject relevance project work in the middle of the year and the survey was conducted during the months of June 2013. The study focuses only women beneficiaries through this scheme.
