Title: Sample designs for the living standards surveys in Ghana and Mauritania
Abstract: This report presents the recommendations in regard to sample design for the Living Standards Surveys in Ghana and Mauritania. To meet the requirements of the planned field procedures and to simplify data processing and analysis, the sample design has to satisfy three basic conditions: (i) it must be self weighting at the household level; (ii) the sample must divide into workloads of exactly 16 households in such a way that all households of a given workload are in the same area, this is dictated by the mechanics of the field organization; and (iii) while census data may be used in the sample design, the fact that unweighted estimation will be unbiased must not depend on the assumption that the census data are accurate at survey date. The paper provides a description of the model used, the choice of unit area, the sampling frame, allocation of sample areas, and the replacement of nonrespondent households in the sample.
