It reveals that, although many governments have reported performance information, they are experiencing some difficulties in using performance measurement in their management activities. It finds that public officials have difficulties to develop specific performance indicators in measuring broad organizational goals and objectives. They may not be able to interpret the meaning of performance information and specify the outcomes due to their programs. This study also finds that performance information is more likely to be used as a managerial tool rather than a budgeting tool. The authors call for the further evaluation of the barriers in the implementation of performance measurement.Read More
