Title: ON POSITIVE ESTIMATION OF THE BETWEEN-STUDY VARIANCE IN A ONE-WAY RANDOM EFFECTS ANOVA MODEL
Abstract: summary The standard minimum norm quadratic minimum bias estimator (MINQUE) of the between-study variance in a one-way random effects model has a positive probability of taking negative values. An expression for this probability is derived which is based on the quantiles of an F-distribution. As a solution to the problem of negative variance estimates of the between-study variance, an estimator is presented which is positive (almost everywhere), invariant with respect to mean value translation and is nearly unbiased. An example is given to show the application of the procedures to real life data
